The Fairfield Housing Corporation (FHC) was created in April, 2013 and the Corporation’s mission is to acquire, develop, manage, rehabilitate, create and preserve affordable housing opportunities for the benefit of low and moderate income individuals, families, and the elderly in Fairfield County, Connecticut. In addition to managing quality affordable housing, the FHC is interested in providing services that assist low and moderate income residents in maintaining their housing and increasing their independence, and to collaborate with neighboring towns to achieve these goals.

In its brief history, the Fairfield Housing Corporation has successfully accomplished the moderate rehabilitation of a thirty (30) unit property known as Trefoil Court in Fairfield, CT.  
The financing of the capital improvements was through a private lender using a HUD Insured mortgage instrument (223F Program), and consisted of unit interior improvements, site improvements and the installation of an emergency generator to mitigate risks associated with future storm events. 

The FHC completed a $18 million redevelopment project known as Pine Tree Apartments which consisted of demolition of 38 units constructed in the mid-1960’s and new construction of 50 units of affordable rental housing. The project was a private – public investment using 4% Low Income Housing Tax Credits and Tax-Exempt bond financing provide by the Connecticut Housing Finance Authority. The Hunt Companies provided an investment of $6.4 million to construct the project.

The team at Fairfield Housing Corporation is professional, experienced and dedicated to the future of affordable housing in Connecticut. While the Fairfield Housing Corporation does not currently employ direct staff, it retains professional services for administration and management of the organization through contract.

CAROL J. MARTIN

EXECUTIVE DIRECTOR
Carol J Martin currently serves as Executive Director of the Westport and Fairfield Housing Authorities, and agent for Fairfield Housing Corporation. Ms. Martin has six years’ experience working for two urban Housing Authorities, and eleven years serving as Executive Director of two suburban Housing Authorities. Ms. Martin is principal of Level Living, LLC which assists public sector and non-profit organizations with administration and management services in creating diverse housing options in their respective communities.

BRUCE L. WHITAKER, JR.

DEVELOPER
Bruce L. Whitaker, Jr., owner and proprietor of Millennium Real Estate Services, LLC; Millennium Construction Services, LLC; and Millennium Development & Consulting Services, LLC acting as the Millennium Group as; developer, consultant, constructor and manager of affordable housing.
Bruce specializes in property development and management of properties financed utilizing the Low Income Housing Tax Credit program and other State and HUD programs.

THE DIRECTORS

The Fairfield Housing Corporation is governed by a Board of Directors, and conducts its business in accordance with the FHC By laws.

Carol D. Landsman

Administrator and Managing of a therapy and rehabilitation company. Ms. Landsman holds a Master of Arts, University of Connecticut and a Bachelor of Arts, Queens College.

Rita Ortiga Waterman

Currently retired; Ms. Waterman’s professional experience includes her most recent employment from 1994 to 2007 managing an Adult Day Health Center. Her other professional work experience includes Aging America Research Assistant, Co-Coordinator at the Fairfield Senior Center. Ms. Waterman holds a M.S. Degree in Human Services, Gerontology, College of New Rochelle, and B.A Degree in English Literature from Marymount Manhattan College.

Gerry Stuhlman

Currently employed as a property manager, Mr, Stuhlman holds a Master's Degree in Public Administration (MPA) from New York University. His professional experience includes management of non-profits, affordable housing development, property management and real estate marketing and sales. Mr. Stuhlman also holds a Bachelor of Arts Degree in Psychology, and is a licensed Real Estate professional.
